Operational departments carrying the pressure

The original San Antonio 311 department-by-category assignment controls department attribution and request counts. The NDS responsibility registry supplies plain-language operational descriptions, standardized context, and official links when available.

Population normalization: requests per 1,000 residents are analytically possible, but they require a governed population denominator for each current Council district. That population join is reserved for Phase 3 so V2.1 does not invent or reuse an incompatible denominator.
